10 days later, the devs had pushed a patch to their public test version that added an epilepsy safety button.
Clicking that button affected the reported issues for me in the following ways:
1) No noticeable change on the Portal Effect.
2) Eikthyr is massively improved for me. I can actually stand looking in the direction of the boss now. Further tweak suggestions would be making the sparks of its antlers either not flicker and twinkle or make them not show at all.
the pink mist that appears just as the boss is summoned could also stand to be less bright.

3) I absolutely love the change done to the lightning storm! I can actually look up now during a storm!

5) The obliterator could still use a bit of tweaking before I’d call it epilepsy safe. Still massively improved though. The shockwave is fine as is with the reduced flashes option turned on. If you take away all the little secondary sparks as well, the obliterator should be entirely safe for me to look at.

6) Fuling Shamen are fine except for the initial swirling blue lights when they are summoning their shield. And the bright red flashing that happens when I take more than 14 or so fire damage per tick really needs to not show up.

7) The Galdr table is still very unhealthy for me to look at and the green particle effects from having the rune table nearby is not helping either.
